Reliability Based Water Resource Management
The reduced reliability of the world's water supply is attributed to the growth
in population, growth of the economy, new recreation, and environmental demands.
Environmental safeguards make it difficult to construct new water resource infrastructure,
requiring optimal, risk based management of existing resources. The reliability of existing
water rights, although perceived to be vested and related to seniority, can be much lower than
what is conventionally assumed depending on how system-wide target drafts are set. Application
